The Board’s Role in the Appeal Process    
Friday, November 4, 2011 - 9:00 a.m.-noon

Board members wear three hats: administrative (hiring, contracts); legislative (policy); and quasi-judicial (hearings and appeals). In this session, your role in each of these areas will be reviewed with special emphasis on understanding the appeals process and the differences between the roles of the school board attorney and the school system attorney. Judy Bresler, from the law firm of Carney, Kelehan, Bresler, Bennett & Scherr, will take you through the kinds of legal issues that challenge board members, and provide strategies for being effective in your judicial role. This session is a “must attend” for new board members and is highly recommended as a review for seasoned board members.

Advocacy beyond the 90-day session and the General Assembly includes building grassroots support for local school systems and keeping federal officials informed on Maryland’s priorities. In this session, you’ll learn how to use a variety of legislative tools to improve your effectiveness both in your community and in the state.

Budget Basics

This participant requested session is designed to tell you all you’ll need to know about the Maryland
budgeting process. It will include: how budgets are developed; the timeline and process for reviewing the budget; Board and Superintendent roles; how to read, analyze, and align budgets; what the categories mean, and what board members can and cannot do; and the questions board members should ask. And that’s just the first hour! Bring your budget questions and ask two of Maryland’s budget experts: Milton Nagel, Assistant Superintendent for Administrative Services from Caroline County Public Schools, and Larry Bowers, Chief Operating Officer from Montgomery County Public Schools.

Tuesday, February 28, 2012 - 8:30 a.m.-1:00 p.m.
 
This session is designed to give board members a greater understanding of the State Board, how it operates, and the kind of decisions it makes. From 8:30–noon, you’ll observe the State Board of Education during its monthly meeting, and then have an opportunity to “debrief” over lunch with John Woolums, MABE’s Director of Governmental Relations.

In real estate, the phrase is “location, location, location”. For effective boards and board members, the phrase is “communication, communication, communication”. This lively interactive session will focus on communication skills and strategies: how to understand the intent of a comment; ways to give and receive feedback. You’ll learn about your own style, and its influence on the way you communicate as well as strategies for working with folks whose style is different than yours.

MABE’s Sandi Barry, Communications and Marketing Coordinator, and Steve Bounds, Director of Legal and Policy Services, discuss the world of social media, and provide guidance on how best to avoid the pitfalls involved with using it.

College Readiness at UMBC

Dr. Freeman Hrabowski, President of the University of Maryland, Baltimore County (UMBC), has graciously extended an invitation to host this Boardsmanship Academy focusing on a variety of programs at the prestigious UMBC campus. Hear what students are learning and doing, and discover what ‘college readiness’ really means. In addition, UMBC has created a number of highly innovative programs to involve their students in our public schools, among them: Choice Program, a nationally recognized community based, family centered approach to delinquency prevention and youth development, and its highly acclaimed K-16 outreach initiatives that place graduate and undergraduate students in some of Maryland’s public schools. You’ll learn about the programs and leave with ideas for this kind of collaboration with your local colleges and universities.

Are You as Smart as a 3rd Grader?
Friday, June 8, 2012 - 9:00 a.m.-noon

Welcome to the decade of assessments! As the assessment list grows each year, so do expectations for students and staff. Effective board members know and understand the nature of assessment
programs, ask strong questions that will aid in their decision making, and are able to explain their school system’s assessment and accountability program to parents and community members. In this session, you’ll learn the different kinds of assessments, try some sample questions from the tests, and leave with a clear understanding of the board’s role in student assessment. Working with us will be Andrew Pruski, who, in addition to serving on the Anne Arundel County Board of Education, is Baltimore County’s Supervisor of Assessment.
